Texas Attorney General Ken Paxton has filed legal action against New York Acting Ulster County Clerk Taylor Bruck for refusing to enforce a $100,000 penalty against Dr. Margaret Carpenter. Bruck cited New York's Shield Law which protect medical providers providing gender-affirming and reproductive care.

The dispute centers around conflicting laws in Texas and New York. Texas law said doctors not licensed to practice medicine in Texas can not provide medical care to resident of the state, as well as a Texas code which states that “a person may not knowingly perform, induce, or attempt an abortion.”

Ken Paxton is seeking a writ of mandamus that would compel Taylor Bruck to file a Texas judgment in state court.
