It does indeed appear that PayPal has resolved the issue which was affecting its own app, as well as Venmo. The incident report PayPal had on its status site has now disappeared, and it’s changed the status of its “Online Checkout” and “Retail Checkout” services to “Operational”.

The PayPal app was not working on Friday morning, with both it and Venmo experiencing issues as both payment services went down, leaving thousands scrambling to make and receive payments

PayPal and Venmo were down for some users in the United State on Friday morning. The services have been restored.
