If you have forgotten the passcode for your iPad, or never had access to it in the first place, you cannot remove the passcode protection without restoring the entire device.

Enter the passcode to start the reset process. Wait for the iPad to delete all content and reset. At the end of this procedure, the iPad will power off and on again.
